Re-elect State Senator Catherine Blakespear to keep SD-38 on the right track for progress.
Progressive endorsements: Sen. Blakespear has the endorsement of some groups, including Housing Action Coalition, Democratic Woman’s Club, and California YIMBY.
Priority bills: This legislative session, Sen. Blakespear’s priorities for SD-38 included 44 bills about environmental protections, zoning, and housing. Of these, ten were successfully chaptered into law, five died, and most others remain in committee. She sponsored and passed legislation to modify existing law on active solar energy system exclusions, and increase the protections of the California Fair Employment and Housing Act. She scores a 58 out of 100 on Courage Score, our annual analysis of legislators’ progressive voting records. Based on our Courage Score analysis, Sen. Blakespear supported some progressive bills that made it to a vote. That said, she did not support recent legislation intended to protect pause evictions for tenants whose Social Security payments are disrupted, prohibit the Department of Housing and Community Development to deny affordable housing loans to an individual based solely on their immigration status, extend the time a tenant has to respond to an eviction notice, and prohibit the use of legacy admission standards at independent institutions of higher education.
Committee leadership/membership: Sen. Blakespear currently sits on four standing committees, including Budget & Fiscal Review, Governmental Organization, and Transportation. She is chair of the Environmental Quality Committee.
Governance experience: Sen. Blakespear has served in this state Senate seat since 2022, when she was elected with over 52% of the vote. She previously served as mayor and city councilmember of Encinitas.
