My occupation is U.S. Representative.
Serving California’s 15th Congressional district in the U.S. House of Representatives is the greatest honor of my life. I’m running for re-election and ask for your vote based upon my record of delivering tangible results for my constituents, including federal funding for district projects during these most challenging times for our country. I fought against and voted NO on extreme Republican budget bills that cut Medicaid, SNAP benefits, and Affordable Care Act tax credits. I have pushed back hard against Trump’s inhumane immigration enforcement. Democrats must be united so we can take back control of Congress and counter an authoritarian President who ignores the U.S. Constitution and rule of law, and sends troops into harm’s way without congressional approval. I am proud to co-chair the House’s Task Force on Strengthening Democracy, where I co-sponsored one of the most comprehensive voting rights packages in history, and continually work to protect free and fair elections from Trump’s attacks on voting-by-mail, which California has pioneered. I was selected by my colleagues to serve on the influential House Energy & Commerce Committee, which sits at the intersection of consumer and worker protections while growing the innovation economy, directly impacting CA-15’s constituents and businesses, including leading-edge life sciences and clean energy. With your support, I will continue to defend our democracy, ensure our communities are more resilient for climate change, and push for an affordable economy that works for all. More than ever, we need experienced leaders in Congress to fight against authoritarianism and ensure future generations of Americans inherit a democratic republic.

Kevin Mullin is running for re-election to Congress in California’s 15th District. He won the primary with 59% of the vote on June 2. In 2024, he won the general election with 73% of the vote. This is his second term. Before coming to Congress, he served on the City of South San Francisco City Council (2007-2012) and in the California State Assembly (2012-2022). Mullin has also been a local small communications business owner and television host and commentator. He is a member of House Committee on Energy and Commerce and the Congressional Freethought Caucus. Rep. Mullin is Catholic and an ally of our community.

Preliminary endorsement — Kevin Mullin has not returned our questionnaire.
We recommend voting for Kevin Mullin for House of Representatives, District 15.
Only a small piece of southern San Francisco is in this district; most of it is San Mateo County. Mullin has represented it since 2022, after ten years in the State Assembly (https://en.wikipedia.org/wiki/Kevin_Mullin), where he was Speaker pro Tempore from 2014 to 2022. In Congress he sits on the Energy and Commerce Committee (https://en.wikipedia.org/wiki/Kevin_Mullin), and this year he brought home $12.8 million (https://kevinmullin.house.gov/2026/02/05/mullin-secures-around-12-8m-for-district-15/) in community project funding for the district, including $960,000 for the Visitacion Valley Family Center and $250,000 for Crocker Amazon Playground.
His opponent, Charles Hoelter, is a retired UPS supervisor (https://www.rwcpulse.com/redwood-city/2026/05/13/five-candidates-up-to-bat-for-congressional-d-15/) running on term limits, voter ID, and barring transgender athletes from women's sports. Neither candidate returned our questionnaire. Mullin is an effective incumbent with a record of delivering for the district, and he has our vote.
