As the proud son of an immigrant single mother from the Dominican Republic, Manny understands firsthand the sacrifices immigrant and working families make. His background drives his relentless fight to expand opportunity, protect safety-net programs like Medicaid and SNAP, and defend immigrant neighbors.

Like so many in this movement, he believes that no one should have to lose their lives or feel the pain of losing a loved one due to gun violence, and he’s taken direct action to sponsor legislation to keep dangerous weapons out of our school and restrict semiautomatic weapons and rapid-fire devices in Colorado.

This district north of Denver is one of the most genuinely competitive in the country, rated a toss up against first-term Republican Rep. Gabe Evans. Democrats have nominated Manny Rutinel, an environmental attorney and state representative. Rutinel has proven to be a strong fundraiser, and Evans’ support for Trump and his unpopular immigration policies will hurt him with voters in this district with a large Latino population.

Co-sponsored Colorado's 2024 AI accountability law and voted for its 2026 rewrite; backed AI guardrail bills in the 2025 session. Won the 6/30/26 primary, added to DCCC Red to Blue, resigned his state House seat in Sept to run full time against Rep. Gabe Evans. Strong on AI safety and regulation, moderate on data center opposition, moderate public voice on AI.
