The League of Women Voters of NC states that this amendment would "shift greater authority over local funding decisions to the state while leaving the actual limits, formulas and possible exceptions to future legislation. The League is concerned that restricting local property-tax revenue could affect funding for public education, elections and other local services and/or increase reliance on fees."

This would limit your local community’s ability to raise funds where state funds are lacking. Would also mean that services would become more expensive or stop altogether. This is a terrible amendment that would do long term economic harm to our communities m.

Your vote is about the RULE.
Amendment 3 would put a requirement in the Constitution for limits on local property-tax increases.
The details of those limits would be decided through future legislation.
Know the rule. Understand who it affects. Ask what could change. Then make your own decision.
What is this amendment about?
Amendment 3 would change the North Carolina Constitution to require limits on how much local governments can increase property-tax collections.
Think of it as creating a speed limit for property-tax increases.
Local governments, such as counties and cities, collect property taxes to help pay for local services.
Amendment 3 would require the North Carolina General Assembly to create rules that limit how much those property-tax collections can increase.
Important: The amendment does not give us a specific percentage or dollar amount.
The General Assembly would create the actual limits later. The law could also include exceptions.
Property-tax money helps local governments pay for things such as:
• Public safety
• Emergency services
• Roads and infrastructure
• Parks and recreation
• Government services
• Other local programs
What will change?
If limits are placed on property-tax increases, local governments may have fewer options for raising additional money through property taxes.
That could make the following question important:
If costs go up, where would the money come from?
What are you actually voting on?
You are not voting on a specific property-tax percentage.
You are voting on whether the North Carolina Constitution should require the state to create limits on local property-tax increases.
Should the state Constitution limit how much local governments can increase property-tax collections?
They want you to think you're gonna save money but instead it's Duke Energy and big tech data centers that are gonna make off with millions in savings a year. Read more here:
