The League of Women Voters of NC explains that "state law already requires identification for absentee voting and provides for voters who cannot reasonably provide ID. The proposed amendment would place the requirement that all voters present photo identification into the State Constitution without protecting those existing safeguards. The League is concerned that this could create additional barriers for military, student, rural, and older voters."

Voter ID is already required when you vote. There is no reason to create a redundant constitutional amendment. This would extend extraneous requirements to mail in ballots, military ballots, etc. that could lead to disqualifying legitimate ballots, disenfranchising thousands of voters in the state.

AMENDMENT 1 = A CONSTITUTIONAL RULE ABOUT VOTER ID.
North Carolina already has photo-ID requirements for in-person voting. This amendment would place a broader photo-ID requirement in the State Constitution and apply it to voters regardless of how they vote.
Understand the rule. Understand what changes. Ask who is affected. Then make your own decision.
What is this amendment about?
Amendment 1 would change the North Carolina Constitution to require voters to present photo identification before voting.
North Carolina already requires voters who vote in person to show an acceptable photo ID.
There are also exceptions and procedures for voters who do not have an acceptable ID.
The amendment would make the photo-ID requirement part of the Constitution and would apply to voters regardless of how they vote.
That means the rule would not be limited to people voting in person.
Voting is a constitutional right, and elections have rules designed to make sure ballots are connected to eligible voters.
This amendment changes where the photo-ID requirement is written and how broadly it applies.
The Constitution would establish the basic requirement. The General Assembly would create the detailed rules and exceptions.
This changes nothing. We already have a photo ID rule. And our photo ID laws in NC disproportionately impact Black and brown voters.
