I am the Democratic nominee for Place 2 on the Texas Supreme Court. I have served on the Texas Third Court of Appeals since 2019 and authored more than 800 opinions. I was elected in 2018 and reelected in 2024. I served as a U.S. Army JAG Captain and was a paratrooper. I later served as a Texas Assistant Attorney General and as a prosecutor in Comal and Travis counties. I am one of only 19 Texas judges board certified in Judicial Administration and am also board certified in Criminal Law.

Chari Kelly is a Democratic Texas appellate justice, U.S. Army veteran, former prosecutor, and law professor who is running for Texas Supreme Court, Place 2, in 2026. Elected to the Third Court of Appeals in 2018, Kelly has more than two decades of legal and judicial experience, including service as an Army JAG defense attorney and as a prosecutor in Travis and Comal counties. She emphasizes judicial independence, constitutional rights, fair trials, and equal application of the law. As a Supreme Court justice, she would bring her trial and appellate experience to cases involving civil and criminal law while focusing on fairness, the rule of law, and access to justice.

As a mother, veteran, and Democrat, Chari wants to bring proven experience, balance, and a fresh perspective to the Texas Supreme Court.
Why I’m Running: "Texas is a diverse, dynamic state, but our highest court doesn’t reflect that. The Texas Supreme Court has become a rubber stamp for the executive branch and has failed to live up to its purpose of independently interpreting the law. Texans deserve a court that holds everyone accountable—including those in power."
Chari also supports unhoused and low-income women in need of legal, social, and medical services. She has served as an adjunct professor at the University of Texas School of Law for nearly 20 years.

EMILYs List recruits, trains and supports Democratic pro-choice women candidates at every level of the ballot. By helping to elect these women to office in 2025 and 2026, we’re not only building a foundation for the future, but we’re also putting strong women in charge of decisions that affect women and families every day — from the legislators who write laws to the attorneys general who defend and enforce them to the secretaries of state who ensure access to the ballot.
