Delegate Phillips serves as the Chairman of the House Government Organization Committee. As a business owner and employer, Delegate Phillips understands the type of reforms West Virginia needs to create more jobs and grow our economy. He has championed lowering the tax burden on families to provide opportunity in the Mountain State. While in the legislature he has proven, time and again, that he will ensure West Virginians keep more of their hard-earned money and that he will always fight for pro-growth reforms.
