Proposition 2: California Budget Stabilization Account Cap Increase and Gann Limit Changes Amendment
California's budget is balanced based on previous years, which fluctuates- because it relies heavily on the stock market. Prop 2, the rainy day fund, allows California to raise the money outside of the Gann limit*. When California's next disaster inevitably hits, instead of the pre-decided general fund amount, it means we have a safety net.
If the billionaire tax passes, this ensures we can KEEP it, and use it for emergencies!
Proposition 4: California Allow Public Financing of Election Campaigns Measure
California is the only state that STILL bans public funding of campaigns. Super donors, and PAC’s, big money already influences who you’re bound to see in an election, public financing just lets smaller, more community based candidates run.
It doesn’t cost taxpayers any money, and each city/county would still have to vote whether or not to adopt it. Some cities already qualify to do this as charter cities, with local constitutions, but a YES vote allows every city to have the option, should they want it, and help curb the influence of private money in politics.
