While there is room for policy discussion of a wealth tax, this one is so poorly designed that even most of the state's unions oppose it. A one-time tax to fund ongoing liabilities is unsustainable bad policy.
Proposition 43: California Two-Thirds Vote Requirement for Local Special Tax Initiatives and Property Tax Initiative Prohibition Amendment
This ballot measure would be disastrous for cities across the state that rely on local tax measures to make up for the funding gap left by Prop 13. In particular it would be detrimental to public transit, which is often funded by voter-approved taxes since the state spends next-to-nothing funding the operating expenses of our transit systems.
