Judge Mays was admitted to the Illinois bar in 1990; appointed to the circuit court in January 2019 and became an associate judge in January 2020. She was elected to a countywide vacancy in 2020 and is currently assigned to the 4th Municipal District (Maywood), hearing a variety of matters. Prior to her appointment she was a sole practitioner chaired committees for various bar and judicial groups and received the Cook County Bar Association Presidential Award in 2021, the Outstanding Service Award from the Illinois Judicial Council in 2025.
She is considered by attorneys to be patient, respectful, and a good researcher, with good legal knowledge. ISBA recommends Judge Celestia L. Mays be retained to the Circuit Court of Cook County.
