Question 1: Special Purpose Sales Tax

Shall a special one percent sales and use tax be imposed in the special district of Towns County for a period of time not to exceed 6 years and for the raising of an estimated amount of Twenty Three Million and no/100 ($23,000,000.00) for the purpose of funding projects to be funded from Towns County's share of the proceeds to: (1) plan, design, construct, demolish, add to, acquire, relocate, renovate, replace, repair, improve accessibility to, improve energy sustainability to, furnish, and equip projects for (a) public safety purposes, to include fire stations, law enforcement and jail facilities, capital upgrades of equipment for 911 facilities and ambulance and other emergency management services (b) public works and transportation purposes, to include roads and streets, road and street repaving, sidewalks, and other road, street, and bridge purposes; (c) multi-generational recreational purposes, to include playgrounds, ballpark and sports facilities, parks, livestock arena and related recreational facilities; and (d) capital outlay for government services to include renovation of structure of building housing tax commissioner, capital equipment for elected officials or employees of Towns County, (2) pay expenses incident to accomplish all of the foregoing (collectively the "Towns County Projects"); (B) YOUNG HARRIS projects to be funded from Young Harris' share of the proceeds including (i) transportation, including, but not limited to, roads, streets, bridges, bicycle paths and sidewalks, and (ii) water and sewer infrastructure; as well as payment of expenses incident to accomplish the foregoing; (C) HIAWASSEE projects to be funded from Hiawassee's share of the proceeds including (i) transportation, including, but not limited to, roads, streets, bridges, bicycle paths and sidewalks, and (ii) water and sewer infrastructure; (iii) public safety; (iv) economic development; as well as payment of expenses incident to accomplish the foregoing; (D) WATER AND SEWER CAPITAL OUTLAY PROJECTS
after the funding of the capital outlay projects of Towns County Projects, Young Harris Projects and Hiawassee Projects, remaining funds may be distributed to Young Harris, Hiawassee and Towns County Water and Sewer Authority for the purpose to plan, design, construct, add to, relocate, renovate, replace, repair, improve the respective water and sewer infrastructures of the named entities?
