equipment used directly in the operation of the police department and the payment of salaries of police personnel, that the county auditor estimates will collect $812,524 annually, at a rate not exceeding 3.9 mills for each $1 of taxable value, which amounts to $82 for each $100,000 of the county auditor's market value, for 5 years, commencing in 2027, first due in
calendar year 2028.
