The issuance of $720,282,000.00 in refunding bonds to refund bonds issued for macadamized, graveled, and paved roads and turnpikes, or improvements, including storm drainage, in aid of those roads, and the levy of ad valorem taxes, without limit as to rate or amount, sufficient to pay the principal and interest on said refunding road bonds.
