rent increases and stabilize rents over time while affording landlords reasonable returns, shall voter approval be required for any increase to the 3% maximum ceiling by which rents can be increased annually under Chapter 5.13, and 2/3 approval of the full City Council be required to otherwise amend or repeal Chapter 5.13?
