Shall the City of Kimball, Nebraska approve and continue the City of Kimball Economic Development program as amended as described in the City of Kimball Economic Development Plan (Amended 2026), by appreciating annually from local sources of revenue an amount estimated at $400,000.00 per fiscal year (or such greater amount as may be generated for the Program), which shall exist in perpetuity until terminated or modified in accordance with applicable law, and which may be supplemented by additional funds from other non-city sources?
