Judge Powell was admitted to the Illinois bar in 1992. She worked for the Cook County State’s Attorney’s Office, Civil Division, and in private solo practice for 14 years before being elected to the circuit court in 2000. She has been assigned to the Law Division since 2014, where she hears jury and occasionally bench trials, along with necessary motions.
Lawyers and judges praised Judge Powell in all areas being evaluated. Her legal knowledge, sensitivity to diversity, professionalism, impartiality, and temperament were excellent. She is described as hard working, diligent, and punctual. ISBA recommends Judge Joan E. Powell be retained to the Circuit Court of Cook County.
